Guyanese get record financial boost as Gov’t prepares to roll out more cash grants, tax reliefs

Over the past five years, the Government has pursued an ambitious agenda to ensure that every Guyanese family has access to economic opportunities capable of increasing disposable income. According to the 2025 Mid-Year Report presented to the National Assembly on November 3 by Senior Minister in the Office of the President with Responsibility for Finance, Dr. Ashni Singh, these efforts have translated into tangible benefits for households and businesses alike.

Private sector growth has been robust, with credit to businesses rising 7.7 percent in just the first half of 2025. Meanwhile, the Government has implemented measures designed to put more money directly into the pockets of Guyanese, including those in the public sector.

Remarkably, all of this has been achieved without introducing any new taxes between 2020 and 2025. The administration doubled the income-tax threshold to $130,000 per month, reducing the tax burden on tens of thousands of citizens, lowered income tax rates, and introduced additional relief for families, overtime earners, second-job holders, and contributors to life and medical insurance premiums.

Direct financial support has been equally significant. Every adult Guyanese received a $100,000 cash grant, in addition to COVID-19 relief payments to households. Old Age Pensions were doubled from $20,500 to $41,000 per month, and Public Assistance grants increased from $9,000 to $22,000 monthly. Fuel taxes on gasoline and diesel were removed, zero taxes on kerosene were maintained—saving consumers approximately $560 per gallon or around $90 billion annually—and billions more were spent subsidising electricity, water, mortgages, and other essentials to mitigate rising global living costs.

The 2025 Mid-Year Report highlighted a 27.4 percent increase in transfer payments to citizens, totalling $128.7 billion. These transfers benefited 76,000 pensioners, 40,000 public assistance recipients, and over 205,000 students through initiatives like the Because We Care cash grant and the uniform voucher allowance, which increased from $45,000 to $55,000.

Looking ahead, the Government is committed to continuing policies that empower families financially. President Irfaan Ali announced that a comprehensive package of measures will be unveiled before the end of 2025 to further benefit all Guyanese, including the elderly, women, children, persons living with disabilities, farmers, and small business owners.

As part of these upcoming initiatives, each fisherfolk will receive $150,000, rice farmers will benefit from $2.7 billion in support, and families across the country can expect further direct cash transfers. Beyond financial assistance, the Government will also focus on broader programmes to strengthen social and economic empowerment nationwide.

President Ali also emphasised the ongoing push to modernise public services through digitisation, encouraging citizens to open bank accounts to facilitate electronic financial transfers.

Under its 2025–2030 Manifesto, the Government remains committed to financial empowerment for all Guyanese, maintaining its ‘no new taxes’ policy, and continuing efforts to lower income and corporate taxes to support households and businesses alike.
